Ruotolo is based in Cambridge at Gino-Parracchiere, 20 Holyoke St., and explains, “Before we do a permanent, we analyze the hair. Can it take a perm or not? We want to pass a good judgment, the most honest judgment. If the perm looks good, that’s good for us.”
